This is just a forum. Assume posts are not from medical professionals.
Your chest won't get cleared unless you stop smoking. Even the best medicines can't help if patients are not determined to avoid the root cause.
To suggest medicines, even for temporary relief, you have to give more details.
What is the color of the phelgm?
Do you get some relief atleast, if yo try and cough some of it out?
do you have cough too?
Please answer the above questions, and based on your answers you may need to clarify further.
Homeopathy is an exact science, and needs lot of data for resolving the problem.

Since how long you are having this problem?
Did you use any medicines, allopathic or otherwise for this problem?
Is it the first time you are getting this problem, or is it a recurring problem that comes often?

O.K.
This is purely a temporary solution, and you need a proper case taking to get complete relief.
Mix about 4 pellets of Ant.tart thoroughly in about 250ml. of water, and take a tablespoonful as the first dose. Keep the remaining medicinal water in the bottle safely.
Wait for a day and observe response.
I will give further instructions after hearing from you after a day of taking the first dose.

You are suffering from COPD.
Ipecac 6 : 5 drops in half cup water 4 times a day
Glycerrhiza Glabra Q : 20 drops in half cup water 4 times a day.
Hopefully, you will be fine in 5 days.

Common signs and symptoms of COPD are as follows:
A productive cough or an acute chest illness is common. The cough is usually worse in the morning and produces a small amount of colorless sputum.
Breathlessness or being short of breath (called dyspnea) is the most significant symptom, but it does not usually occur until the sixth decade of life (in people aged 50-59 years).
Wheezing is a musical, whistling, or hissing sound with breathing. Some people may wheeze, especially during exertion and when their condition worsens.
