5 year old with constant allergy symptoms

average hight
average weight (slim & very lean)
good appitite
perfectionist personality
loves animals... particular to cats
loves math


she is allergic to cats, and to grasses (has been tested)
has never had antihistamines, doctor prescribed, or over the counter meds.
we have tried homeopathics and herbs.
starts in the spring ... when the grass goes green and lasts until frost.
this year... it is continuing... it is below -30 here and she still suffers.
symptoms:
stuffed nose... blows but not much comes out ... never clears
sneezing .... up to 8 in a row at times
yellow flakes stuck in her eye lashes
red eyes... at times they look very red and irritated (I wash with salt water and they clear up)
eyes... itchy and red under

We live on a farm... no cats but a large dog (did not test positive to dog allergies), we have two sheep (self shedding), eight hens and a rooster.
She seems better when sleeping in the basement compared to her bedroom on the main floor. (same rug in both rooms). We also considered if teddy bears or sponge could trigger it... but nothing we are trying is working. She also did not test positive to dust allergy.
we renovated our house a couple of years ago... new flooring, new windows, new paint (water).
