Delayed Milestones and Frequent Jerks

Dear Dr.

My son is now 13 months old but still he can't hold his head, he can't turn from back to chest but he can turn from chest to back. He still can't sit or stand straight. His milestones are very much delayed.
He has frequent jerks and some times the jerks are major which makes him cry. He keeps his body very tight. And when we make him sit he tries to bring his head forward with great difficulty and suddenly throws it backward.

During birth he was diagnosed with H.I.E. The doctors said there was a lack of oxygen and blood supply to his brain due to prolonged delivery.

While feeding solid food he always makes noise and bends his body and head backwards. He vomits quite often after coughing. He also has Squint (eyes are not aligned correctly).

Currently below medicines are being given

Topamac (25 mg) - 1 tablet at night
Valparin - 1 ml 3 times a day
Pacitane 1/2 tablet 3 times a day
Macalvit
Hovite
He is also undergoing physiotheraphy 2 times a week.

Please suggest some very good medicine so that my son leads a normal life. Many of the doctors are not sure as to whether he will recover fully.
I'm losing hope as each day passes.
