Please explain potencies

No one has been able to explain this for me. CM is supposed to be more potent than X. CM has been diluted more than X from the mother tincture. How can CM be more 'potent' than X if it has been diluted and shaken many times more than X. This does not make any sense to me at all. Can someone explain how CM can be diluted hundereds of times and be more 'potent' than another potency that has not been diluted very much from the mother tincture?
