Help respectfully requested re partial tooth eruption in child

A friend has a child who should have developed all of his permanent teeth several years ago, however several teeth have not developed as they should have. They only partially show above the gum line and have stayed that way. Only a small part of the tooth is above the gum line.

Although each tooth is healthy they seem dormant and other permanent teeth are beginning to fill the space left by these partially erupted teeth. The dentist is suggesting drastic action.

The teeth and child are otherwise healthy.

Is there anything that can be given that would stimulate these dormant teeth?

Any help would be appreciated. Thank you.
