adult acne

hi,
I am a 24 yrs old female.
I am 5.2 in ht and 60 kgs in wt(i am over weight by few kilos)
I sleep 8-9 hrs a day.
I dont excercise.
I eat moderately healthy food ,but drink very very very little water-may be half lt day and sometimes no water at all whole day apart from few sips here and there.

I have had acne from when i was a teenager and i thought it was just a passing phase.
Now that it still continues i am afraid i will have to struggle with acne my entire life

I have a quite a few problems.
1.acne(or pimples or whatever they are) on my forehead and back and chest and upper arms-which i think is due to dandruff becos my skin was clear for few months till one week back and all of a sudden it has flared up and incidentally i noticed that the dandruff has also has come back.since it started so suddenly i am assuming it is because of the winter. The flare up is in closely placed groups of tiny round things that spreads across my forehead-the pimples or acne are small and grainy-without any liquid or puss.

2. I have a problem of whiteheads . [all around my eyebrows, around my nostrils and mouth and my lower lip. These whiteheads gets converted into pus filled painful pimples that'll be red and hot for first few days and then develop puss

3.I have black heads on my nose.

4.Very very dry skin on my entire body except face-so dry ,that it cracks and hurts sometimes and makes me
uncomfortable in any kind of clothes-i also can see shedding of my skin on the insides of my clothes this happens only during winter-its like flakes-like dandruff.

5. I have under eye dark circles-hereditary.

6.Even pigmentation all around my face -that is only my cheeks is fine. Its not in patches -Its starts on my forehead spreads to both temples then near both the ears and meets at the chin from either side. There is pigmentation around my mouth also.

PLEASE HELP ME. THE HOMEOPATHY DOCTORS I KNOW OF ARE VERY EXPENSIVE AND I CANT AFFORD THEM AND I AM GETTING ENGAGED IN 6 MONTHS AND I WANT TO LOOK NICE FOR IT.

No medical history as such.

I have not tried homeopathy for skin conditions ever,i had used it for hormonal imbalance once (the doctor just gave it by listening to my complaints),but later i got tests done for hormones and it turned out to be normal.. all the hormones-t3,t3,thyroid and everything else. No problems there.

I have tried many allopathy medicines for pimples, but no use.acne and pimples go for some time and recur again.

whiteheads and blackheads never went completely.

Like mentioned dandruff comes only in winter. And my skin becomes its worst at this time. The pimples are just red bumps and yesterday i got two more.. now on my cheeks. They look like ant bites but they are not.

I don't what i should do.
i am applying benzoyl peroxide 5% , but i know its not working.
