two year old with runny nose

hi, my two year old daughter has a constant clear runny nose. as a baby she showed signs of allergy to dairy and some formulas-she only took prosobee.i took her off dairy since she had stomach cramps and was very gasy.
when she was about 18 months old i went to a kneselotgis who said that she was lactose intolerant wich developed into an allergy. in addition he said that she was alergic to soy bean oil and tap water!!! when i hear that i took her to a top allergist in my neighbor hood and she tested nedative to all foods through an skin prick and blood test.
what do i do regarding dairy food and this constant runny nose that she has?
