If the substance is your simillimum, it will have a positive effect regardless of the potency. However, to be fully cured, the right potency must be found as well.
Too low or too high a potency may aggravate or do nothing or partially improve the case. Too low is more likely to aggravate, too high is more likely to do nothing.
You are actually referring to the size of the dose not the potency. In chemistry this is well known that small amounts stimulate, whereas large amounts will suppress, and very large amounts are toxic (all relative depending on the actual substance).
