Hernia surgery scar tissue

My father in law had hernia surgery about three years ago. They put in a mesh over the area to strengthen the tissue. However, since then he is hampered by pain and tightness from around that area, which severely limits his ability to move around and get exercise. If he climbs a set of stairs a couple of times he is in pain. The doctors told him it is from scar tissue forming around that mesh. Is there anything that would help him regain his movement and reduce the pain!
