Turtle with swollen eyes

I have a classroom turtle - Slippy Jr. who is a 13 year old Midland Painted turtle. He shares a rather large tank with a 14 year old female who is showing no symptoms.
Slippy's eyes are swollen although I am not sure if it is the eye or possibly the lower lid or conjunctiva. He has seen a vet and she seems to think it is nutritional, vitamin A deficiency but we have been giving him cod liver oil for several weeks and have not seen any improvement. I tried Apis (swollen lids) bu saw no improvement. Slippy is now getting anti-inflammatory eye drops but again, there has been no improvement.
I am thinking of trying colloidal silver as a running out of options. the college where I work seems unwilling to cover further vet visits for our beloved aquatic turtle.

This is just a forum. Assume posts are not from medical professionals.
I am currently looking at Argentum metallicum. Thoughts?
