Possible Hyperesthesia

My cat of thirteen year keeps attacking her tail to the point that it bleeds and become infected. I have taken her to the vet multiple times. Antibiotics were tried for over three weeks as well as gabapentin (an anti-seizure drug). Although the tail infection improved, she keep attacking it. Finally the vet amputated most of her tail. All seemed well the first week after surgery. I removed her bandage and started weaning her off the gabapentin. Then she started attacking what is left of her tail again! I feel it is a nervous system disorder as when she is next to me I feel what I can only describe as jolts going through her body. The vet says there is nothing more they can do. Anything I can try?
