Mental development did not occur properly as a child what can be done to help at 35 years of age

Hello,

My cousin is now 35 years old. female. She as a child suffered from pneumonia and after that she had problem with physical and mental development. She is also infertile and does not desire a baby due to her mental inability. She could not pass 8th grade after trying repeatedly. She has acne always. Round features. She can talk properly but often fails to understand complicated matters. simple things are ok with her. I would like to know if there is anything which could help her even a bit at this age. Her physical features are alright now. I want to know if she could be helped to think more and if she could be helped to resume her studies.TIA.
