Brown/black spots on lower legs

Dear Sir
That my nieces age 36 years is suffering from some brown / black spots on her legs as image attached with it. She has no pain or itching over it but it looks very odd. So she feels guilty herself.
One thing I will to share you that she has used BLEACHing powder to clear her skin. After that the same problem has arose . I have given her SULPHUR 200 for a week but no improvement has shown . You are therefore requested to pl. suggest some homeopath medician.

This is just a forum. Assume posts are not from medical professionals.
She needs to go to a dermatologist to give facts on what the spots really are.-in order to see what medicine is correct. There was a person on forum-
Where image actually showed up and 4 homeopaths all had a different opinion of what they were. Get an expert to look-
You will save time and not be at effect of wrong meds.

What does the dermatologist say the spots are?
Remedies and treatment will be based around that information.
