Dry skin generlaized throughout in the winter

MY skin is so dry in the winter months but when summer comes around and i have a good tan going on there is not problem with it. In the winter my skin looks like that of a reptile and it is quite embarassing. If you can, please help in any way that would be greatly appreciated. Thanks so much
