Aggressive dog

My neighbours dog is very aggressive.. he is a type of mongrel similar to the white dogs we see in a circus, but brown.. The problem is that we live in a house with independent flats and as we are a family we do not lock the doors. They live on the third (top) floor. He has been with them for 4 yrs or more but still barks at anyone who goes near or in the flat.. if it was only barking there would be no problem but he runs and also bites. naturally the people have a tendency to run when he barks and runs after hem. He runs after the milkman too, who comes to our flat one floor below and will run after him out of the gate and has bitten a time or two. we all go to the terrace to dry the clothes or to walk about and if he is sitting outside the flat there is a big chance he will bark and bite. The surprising thing is that whenever he comes to any other flat with his owners he will be mum.
Can we give any medicine to stop this habit of his... No use saying that we ask his owners to control him because they dont. numerous complaints yeilded no result. we are at the end of oyr tether

This is just a forum. Assume posts are not from medical professionals.
if dog mistreated by owner---no remedy change anything--til causation is removed----yet if owner is proper with dog--and dog is as such---sulhur is remey to start ---but i telll homoeopathy is not sneeaking around---owner must know--particular if owner of good to dog---sulhur will bring out repressed anger--and not knowing someone will get hurt til---aggravtion settle...so need consult owner to keep dog comfortably controled for 3-7 dys ---after sulphur...

remember causation must always be removed then treat---so consider diet./owner's treatment of dog/..etc whatever can observe

The owners love the dog. actually they spoil it.. and no I will not do anything behind their back after all they are family

John as the medicine may cause aggravation I dont think they will allow it because as it is they are facing problems with the rest of us and if there is aggravation and it may bite them also, and that is not advisable. please isnt there something else which can control it??

owner obtains dog 4 years ago..how old is dog?was dog a stray and took in?

to your knowledge ----how much vaccination/imunization given dog?dog feed well?no abuse by this owner for sure?

owner have any children?or loner?

They have an adult daughter and an adult son who is abroad...
It was a gift and not a stray.. yes has been vaccinated but is very spoilt. i dont know how much etc. but the dog behaves very well if he comes to our flat with the owners. it is very territorial. only when someone goes in their flat or even floor does it bark and try to bite. if you run it will run after you.
Dog well fed and very much loved.
