Lips get white when wet

For a few months now i have noticed a bit of a growth on my upper lip. it doesnt hurt, doesnt get bigger or smaller. But when i get out of the shower it and other parts of my lip are covered in a white peelable coating. it just seems like extra skin. for the sake of curiosity i will also admit that i am a marijuana smoker and do share blunts and other smoking devices. Could this be an STD or could it be a bacterial or fungal infection? plus Ever since i was little i also would get painful white taste buds... is this related?
