undeveloped genital organs

Dear All,

One of my friend has recently disclosed his problem who is getting married in mid of January, 2007. When he was born there was only one (right) testicle after 20 years of age the undescended one came down. Now he is 28 years old with completely undeveloped genital organs. At the time of full erection (the erected size is < 3 inches) though the erection is loose, the glans remains too soft.
Please to save him from taking any drastic step, prescribe a treatment which can let him enjoy a happy married life.
