chronic runny nose in 3 year old

My 3 year old son has had a chronic runny nose most of his life.
Its worse first thing in the morning and he sneezes thick yellow/green mucus.
He wakes many times during the night.
He is an emotional child and is prone to rapid mood swings.
His GP sayes he'll grow out of it but it he is showing no signs of relief from symtoms. It may be allergic rhinitis which I used to also suffer from, but I thought allergies produced clear mucus?
He has also suffered eczema on his legs and hands but homeopathics seem to have cleared this. His eczema has been under control for several months.

This is just a forum. Assume posts are not from medical professionals.
Please consult the same doctor who controlled his Eczema.

He only can decide the next course of action, as it is necessary to base the next medicine on the medicines already used.
