No it is not true. There are 32 remedies known for that symptom.
Tingling may also be covered by the sensations Itching, Prickling, Tickling.
Tickling in the urethra adds another 42 remedies to that list. Prickling adds a further 21 remedies. Itching adds more remedies than I am willing to count.
It is highly unlikely that such a symptom would actually lead you to the constitutional remedy. It is quite low in the hierarchy, so unless it had a lot of modalities or peculiar aspects, it would not be all that useful.
