3yr old boy

Not sure if i have enough information for you to suggest a remedy for my cousin, but I am hoping so.

-3 yr old boy.
-Cannot talk; only a few basic words such as 'mom, yes and no.'
-Understands concepts though... for example when playing with him he took a plastic cake to the oven pretending to bake it. He does seem bright in that way.
-Has many 'fits' throughout the day when he doesn't want to do something. Cries and shouts 'no!' alot.
-Seems very selfish as if he only wants to do what he wants(of course he's only three though)
-Doesn't listen, but instead laughs almost meanly when he knows he is doing something 'wrong.'
-He makes a mess and throws things, but then walks away without cleaning up.
-Bites all the toys as if food. Along with the table and couch. Also, bites my pants when I watch him.
-His parents go to work and leave him with my mom everyday and have been ever since he was a child. Possible lack of nurture?
-He is very curious and laughs at very simple things. On one hand seems very spontaneous and happy and on another very angry.
