little heavy dieting= no results

Hello, I'm new to this post.
About me: 36 years old 4 feet 11 inches 135 pounds. Gave birth in 2005, weighed 165 lbs until 2007. In 2008 had an abdominoplasty I weighed 115 lbs. In 2010 had emergency gallbladder removal. Developed ibs,gluten and milk sensitivity,high blood pressure. I've been trying to loose 15lbs. Exercise moderately,cut out majority of carbs, and can not loose the weight. I've tried every homeopathic pill from health food store,alli,hcg (lost weight to 110) gained all back. I'm becoming depressed and my stomach where scar is from surgery hurts. What can I do?
Spoke to my dr. Have family history of diabetes and thyroid problems. Dr. Said I'm to just eat better and continue with exercise. Still no luck with weight loss. Any ideas? Please be kind in your response,no nastiness needed.
