This is just a forum. Assume posts are not from medical professionals.
Too little information to judge. You have to examine the whole case to know what kind of direction has been set up by the remedy.

New symptoms generally are bad, but movement to a less important area is good. Obviously the reaction cannot both be bad and good, so a proper examination of the case would need to be done to determine what has actually happened.

Generally I would say yes, but again it really depends on what else is happening in the case.
