22 month not repeating words

My son whose 22 months old doesn't repeat words. He babbles in his own baby language very long complex sentences which no one understands. He was 7 weeks premie baby. He understands commands like get shoes, you want juice, let's go outside, but when he wants something he will grab your finger and tell you what he wants by pointing at things. I try reading books word books iPad flash cards but he doesn't repeat words some times he will try certain words but not clearly and not consistently enough for me to say confidently that he repeated after me. He does how over shushes when he is too loud cuz that's something i did twice and he caught on and peek a boo he copies too but not words just actions which means he understands he says shhhh when he's being loud and makes random babble sounds like shashasha pizapizapiza pitapita papapa apatapata these words are random he hasn't assigned these words to anything he will just make random noises and put his own baby sentences together pointing at things as if he's telling us a story
I feel like he understands half of the time what I say and he isn't repeating much at all what should I do

Please provide history of diseases prevailing in the family, pregnancy and delivery details etc.

Also, describe the overall nature of the child, his milestones, vaccination and the probable cause of his present symptoms.
