Eczema 1 year old boy

Dear doctors,

My 1 year old son has eczema on his trunk. It started 5 weeks ago. I dont know if it is from a food allergy or intolerance.
All i know is that it started with the heat. It gets worse when he is playing with water in the garden.
It doesnt seem to itch. I put many creams and oils but it isnt getting better.
I dont know what else to do. He only has it on his torso, front and back. I have attached a picture.
Can someone advise me on how to proceed?
