herpes?

Hi
I'm a 24 year old male. I generally do not worry about much. About two years ago I started to get what to me sounded like the symptoms of herpes although mine were mainly on my buttocks and thighs. They were mainly small reddish pimples that itch and hurt. I consulted a doctor and was given an STD test and a Herpes blood test. Both came up negative. Since that time these outbreaks have seemed to leave for a while(2 or 3 months) and then return for a little bit 1 or 2 weeks. It is much worse when it is warm outside. I've had great success with Tea Tree Oil (it cleared up all the itchy pimple like things on my upper buttocks), and I also took Valtrex for a month but it didn't really seem to do much and made me feel weird. Lately this has seemed to migrate to my genital region. I have a fluid filled boil underneath my pubic hair that does not want to go away. The head of my penis is also affected and I get little red spots or splotches on it. The foreskin itches and is red and inflamed also. It also seems very dry. I do not know if this is herpes or not. I've seen three different doctors over the past two years and all have said that it does not fit the characteristics of a normal outbreak if it is herpes. It is an ongoing problem though. I have had a steady gf for a year now and this has also not passed to her. We do use condoms as much as possible, but there have been a few times when we have not. Please give me any advice you can. I'm sorry for being graphic with my problem. I wanted to describe it as accurately as possible.
