Problem of having white heads(small white dots) under the eye area

Dear All,

I have a problem of whiteheads on my nose area. I regularly clean and exfoliate the skin to remove them, but recently I found that this problem has started growing under the eye area and on the eye lid portion also(I am not sure whether it is milia or not).
I have attached a picture of it i found this link on the web..this isn't my eye, but this is a problem similar to that I'm having.

Can anyone please help me from getting rid of this problem.
