Treatment for Labial Adhesions in Toddler

|Our 20 month old daughter has had labial adhesions since she was born. The doctors want us to use estrogen cream to treat. We're obviously concerned about doing that.
Are there any other remedies or treatments that we can use instead of heavy duty hormones?
