Mixing remedy in syringe

I'd like to be able to mix a valerian remedy into a syringe to give to my friend for her horse this weekend to see if this will help him with his show nerves. However, I don't know how to mix this in the syringe. I don't know how much valerian vs. how much water to add. Normally for the horse I give them a pea size of the pills 3x a day. Mixing the remedy (which someone did for me before for a different issue) I would give 5 drops 3 x a day but have no idea how much to put in to make it correct. Any ideas?
