phlegm drips on the back of throat

I have phlegm which drips on the back of my throat for more than twenty year. I can not expel it out through the mouth or the nose and it goes into the stomach. I remain most of the time cleaning my throat. I think the phlegm that goes into the stomach creates problems in the stomach like flatulence or indigestion. I often suffer from these problems. Whenever I drink cold water or eat rice it gets worse. Sometimes my throat becomes sore with the excess of phlegm. I want to get rid of it. Please help me.
