Need help increasing my breast milk supply for 3 month old twins

Hello. I had identical twin boys 3 months ago. I was breast feeding for the first 5 days and was so stressed out and exhausted that I stopped breastfeeding and switched the babies to formula. I recently decided to relactate (when the babies were 2 months old). I have been pumping and feeding every 2-3 hrs and after 3 weeks I'm only getting 5-10ml per pumping session from both breasts. Is there a remedy that will help my milk supply increase more? I put the babies to the breast but they get so frustrated that there is no milk. I don't want them to continue to get frustrated when coming to the breast and then reject it.
Some info about myself -
35 years old - 5' 5' 160 LBS.
I have 4 children - 4 boys.
I breast fed my first son but only made about 2 oz and had to supplement. I breast fed my second son and made about 3 oz and had to supplement.
I am usually a happy person. I try to see the positive in most situations but this is getting me upset and frustrated. I keep thinking why won't my body make more milk. I have never had breast surgery or had an accident where my breast were hurt/damaged.
My breast didn't grow a lot during my pregnancies. When I was pregnant with the twins, my breast actually were bigger. My first two pregnancies I didn't have to change by bra size. My breast are soft but when the milk is there (the little amount there is) my nipples do tingle. I've never experienced the letdown feeling.
I feel like I am doing so much to make such little amounts. I pump every 2-3 hrs, take fenugreek, eat lactation cookies, eat oatmeal all day long, do a power hour of pumping once a day (just started this 2 days ago), drink enough water. I'm just so confused why I can't make more. I have vision of looking down at the bottles and seeing them filled with expressed milk. After I pump, I hand express and get more milk out. I really am emptying my breast to nothing.
I always dreamed of being able to breast fed my children and its crushing me that I can't. All the women in my family, my sister, my mother and all my cousins, have no problem breast feeding. My home life is good although my husband doesn't really support my efforts of trying to relactate and gets annoyed when I pump.
Please let me know if there is something you recommend or if there is any more information you need from me.

This is just a forum. Assume posts are not from medical professionals.
Different remedies can work in this regards, I'd recommend Alfalfa Q (mother tincture), 10 drops in half glass water, thrice a day.

Everybody is unique but a response should be evident within 2-3 days. It will be a gradual improvement right from day 1.

If no improvement is evident, you can safely increase the dose to 6 times a day from 3rd day and accordingly scale back when required.

I am having a hard time finding Alfalfa ';Q' (mother tincture). Would lit be listed or named something different in the US?

You are looking for Alfalfa extract. Its known as Alfalfa tincture also.

Around $25-30 for 4 oz.
