cat - lost tip of tail urine retention

Hello following from my post yesterday cat is now refusing to use litter box. she has a cone round her head to stop her biting her own tail so I can't take it off.

She is very unhappy and sitting still.

Is there a remedy to make her pee? Would it be staphisagria?
