Watering eye and skin rash in old lady

A 70 year old lady, complains that quite often her right eye is watering non-stop. Sometimes her left eye too. In winter her eyes produce a gluey matter as well. She says that watering is not bothering her during sleep. Also she has been diagnosed with macular degeneration and sees black spots in her line of vision.
She also suffers with a type of rash on her right ankle that appeared three years ago. It first started covering a small area and has now grown quite larger, with irregular borderline. It is deep red, sometimes blackish, and itches a lot. She can scratch till it bleeds. Aloe gel topically softens the skin and improves skin color.
The lady is rather overweight and likes sweets.
Her personality is very strict and overbearing, exercising control over everything, but she is also fair. Very opinionated and a perfectionist as well, giving great importance to small details.
Any suggestions to help this lady would be welcome.
