vitreous hemorrhage

my father has been suffering from retinal hemorrhage in his right eye. twice PRP laser done in both eyes. this is the third time hemorrhage occurred in right eye. in previous two times the eye got cleared in 30-35 days. but its been 45 days, the eye is not getting cleared fully. a little cleared. doctor is suggesting for operation. he has diabetes and high blood pressure. he is taking medicine everyday. however his diabetes never crossed 250 (pp). and for three days he is taking bothrops L30 (not german product) (twenty drops thrice a day) . no improvement found. sometimes the black round shaped portion of the right eye got moved. doctor said that stroke in nerve. and suggested to take neurobion forte. after taking it this symptom slightly gone. but occured again.doctors plz suggest some remedies. he is not willing for operations.
