dyshidrotic eczema

My dad gets these blisters on his hands during winter from many years. He went to dermatologist and it would get better and would return in next winter. Whereas, then he took homeopathic med for some time and he did not get any for few winters. Then last year he moved to USA. Now he is suffering from same problem again and its been worse than ever. Its all over his palms as well and doctors here say there is no cure. It has been getting worse (4 months and still ongoing) with pain as well. He is applying steroid creams but its not improving at all. The skin is itchy, have blisters and oozing pus. He also has mild diabetes so he takes melatonin pills once a day. He is 61 and this problem started in his 30s. Please help!
