Peeling LIPS past 10 yrs

i struggling with this problem past 10 yrs , turned every stone but all in vain.
there is a cycle of 2-3 days, Lips skin peel off and below raw skin is exposed. Also skin becomes white when it comes in contact with water (bathing, washing face, brushing teeth)
Recently, i met a dermatologist and he diagnosed me with exfoliative cheilitis. He prescribed Triamcinolone Oromuscosal Paste BP. i am using it for about 4 months.But relief is about 30-40% and temporary. biopsy report typed below-

Clinical Diagnosis :
Whitish plaques on both upper and lower lips
Cracked dry lips +
?lip psoriasis
Gross :
Received skin covered tissue piece measuring 0.2x0.2x0.1cm
Micro :
The skin biopsy is composed of epidermis and dermis with underlying skeletal muscle. Epidermis showing granular
layer. There is irregular acanthosis. Upper dermis shows mild perivascular lymphocytic infiltrate and edema. No
findings suggestive of psoriasis are noted in this biopsy even on serial sections examined.

One dose means 2 pills or drops each of both the remedies at a time.
