Dog with Congestive heart failure

Please help

Matipoo, 7lbs 9 yrs old
Difficulty breathing when lying down or exertion
Apptetite good
loves the outdoors
adverse to heat
easily excitable
VERY attached to Mother (human)
At times will lick human skin excessively
chews on socks when nervous
Worse at night and at first waking in morning
I have been using rescue remedy
Tried ant tart 12x in the past
LOVES to walk outside
Fears loud noises and water
Wheezing cough which appears to be dry. Every once in awhile he will vomit from the cough
Also coughs after drinking water
Also shows improvement after moving around, but when he gets excited he comes close to passing out

ANY SPECIFIC TIME FOR THE MORNING AND EVENING COUGH?

The cough in the evening usually starts after midnight
in the morning it is when he gets up but once he starts to move around it lessens
I gave him pulsatilla 12x two days ago and it seemed to help him sleep somewhat and the cough has lessened but I a concerned about the fluid

KALI CARB 30,FIVE DROPS/PILLS AND KALI MUR 6X FIVE TABS THREE TIMES A DAY AND A FEEDBACK AFTER 4 DAYS.

I have the kali mur 6x, will need to order the kali carb. I will start the Kali Mur today
and both are three times daily? He is extremely sensitive to remedies?
