Repeated wet cough on 19 month old

My son is 19 months old. He has had a wet cough with a runny nose on and off for 5 weeks. If this is teething, these symptoms have never lasted this long. But for the past 5 weeks the symptoms last one week exactly. Then goes away for a week and repeat. Any suggestions? I appreciate it.

The discharge is both nostrils. Sometimes clear liquid other a light yellow somewhat thick discharge.
We've tried Hylands teething tablets, Zarbees cough and mucus medication. The medications don't appear to be helping,.
The cough is through out the day. Even through out the night. I'm still nursing him so when I go into the room he wants some water after all the wet coughing.
