Arnica Montana or Arnica Q/hair loss?

My husband has a very thin hair line on top of his head, sides and back are full. I bought Arnica Montana 30C and told him to take them daily. I did not know that you were to mix it w/water and drink it nor did I know that one is to mix it with oil and rub on scalp. Could somebody tell me step by step (English please) how to do this? Thank you so much in advance of reply.
