sever itching on penis

I am a 26 year old unmarried male.
I have a problem of severe itching on penis and testies. Now my penis is dry in feels dead. After itching there are some bumps as well.

Please tell me some remedy about it.

.try musterd oil after washing it three or four times daily .i m not Dr but musturd oil is best to cool down itch of any kind .try it nothing to loose if it is simple itch. or wait for a answere of a qulifide Dr
