Medicine after operation

my younger brother has accident last year and his arm is fracture in different place (elbow,joint hand and one other place of arm) we then checked a doctor and he operate and have plaster on it and then it receover too much.
but now it is all right but his elbow not fully recoverd and it doest now move properly. pls advise any one in this regards.
