Croup in 2 year old

My 2 year old grandson with down syndrome was taken to the emergency room yesterday and given a 1 time dose of a steroid to reduce the inflammation that would last up to 2 days.
She knew he would need something to get rid of the virus so she gave 3 doses of actonium in about 3 hours and there seemed to be no change. He slept restless thru the night with no additional remedies given.

Today because he was very sleepy, wheezy when he coughed, she changed to spongia in wet remedy because the pellets were too hard and he can't suck on them.

She dipped his pacifier before napping into the remedy...not sure how much he took if any.

He at lunch around 330 and she added a tsp of spongia to his lunch since he doesn't really drink and pushes away things he doesn't want. Around 630 she did the same and we started noticing his eyes were red and he kept rubbing his face like it was itchy. He is non verbal so we have to rely on outward symptoms.

She put him to bed aroubd 830 and he is very very restless though very sleepy but won't sleep. Coughing and wheezing every 5 min or so and can't get settled to sleep. He can't talk to tell us anything and since the remedy seemed to fit his symptoms to a T, she gave him another dose around 11. Started rubbing his face like it was itching and still restless but the wheezing seemed to calm down a bit.

Are we in an aggravation? I know the steroids are wearing off and it's hard to tell what his symptoms are and he can't verbalize them. She got nervous about the itchy eyes and face and gave him some benedryl thinking he is having an allergic reaction to the steroids or maybe the remedy.

He has no runny nose. No fever. Seems very attached to me or his grandma whon we live with. He ate fairly normal. Gets frustrated quickly. Seems afraid to cough because it's hard to breathe.
Normally he is a very easy going happy boy.

What do we do next? Please help...thank you

Patient name, age, profession, how long patient got married, if married how many children, patient daily routine , how long patient suffering from this problem, what kind of pain (symptoms, sensations) patient have ? When symptoms / suffering / pains etc aggravates and when ameliorates ? do you have swollen hands or feet , foul smelling gasses ? Any light sensitivity ? Sweaty hands or feet ? Do you feel pronounced weakness in body ??

What you like in food and what not ? Do you feel thirsty mostly or do you like water ? Or mostly thirst less ?? Do you feel cold in body or hot ? Do you like to be warped in a blanket even in summer ? Or feel hot in body mostly and dislike hot weather etc .. what you like in food The most = sweets or salts ? Do you have any other problem beside these ? Describe in details.
