This is just a forum. Assume posts are not from medical professionals.
There are some differences in how they are made, which makes the results of the medicines slightly different.
Tissue salts are not succussed (the specific shaking that unlocks the full healing power of a substance), they are only triturated (ground with a mortar and pestle). Trituration unlocks some of the healing power though, and even homoeopathic remedies are initially made with trituration, then succussed after that.
However, the only thing that makes a medicine homoeopathic is not its preparation, but its application. A raw substance can be used homoeopathically (given according to the law of similarity, what it can cause it can cure).
This means that tissue salts can be used homoeopathically, just as our potentized medicines can be used allopathically.
The system of philosophy behind the application of Tissue Salts is similar to homoeopathic prescribing but much more limited - it concerns itself mainly with the effect of the lack of certain mineral salts. It is a system of prescribing based around malnutrition or malabsorption.
Homoeopathic prescribers often use the indications for the Tissue Salts when prescribing those substances as fully realized homoeopathic medicines. Tissue Salt prescribers tend to only use physical indications rather than the general, mental or emotional ones (although even then there is a little overlap).
