Too much phlegm in throat

hi i'm 18 and i have an issue with my throat and voice. it seems ive always overproduced mucous in my throat and i'm sick of clearing it all the time. its gross and sounds retarded and i'm done doing it. i have an otherwise attractive voice but like 60% of the time it feels like i can't talk right. when this happens i am unable to speak at the volume i should be able to and i sound very timid which is annoying. i only sound right when i am apporoaching hoarse or have a particularly dry voice and it only lasts a little while before it gets raspy and hoarse. please help. some other issues i have are severe Asthma(i take advair twice a day), premature baldness(extreme worse then 3 doctors have ever seen), and when i was 12-16 i went through a bad insomnia and Bulimia spell. if you have any info on any of this please help me out.
