3 year old with speech delay

My 3 year old is not talking or conversing verbally. He does imitate some words but don't use it for conversation. He is playful and mingle well with his brothers. He used to say a few words and respond back about 18 months before. Now he does responds to calling his name but not very keen. We often felt if his hearing is impaired but he passed the hearing test recently. We are worried and trying to see if anything can be given to him to start conversation. Now he pushes us to the kitchen if he want water. Please recommend.

He is now interacting and playing more and attempting to sing. Still not responding to calling much. For sure there is more noise and babbling from him.
